GAPP

Project information
The new CAP reform taking into account the wealth and diversity of agriculture in the EU Member States, targets to answer to the emerging environmental and climate-related challenges facing our society. To this context, from 2015 onwards, the CAP introduces a new policy instrument in Pillar 1, the Green Direct Payment. This accounts for 30% of the national direct payment envelope and rewards farmers for respecting three obligatory agricultural practices, namely maintenance of permanent grassland, Ecological Focus Areas (EFAs) and crop diversification. The Greening Application (GAPP) proposal deals with the green direct payment in a way that it deploys an ICT product that facilitates the European agricultural producers to comply with the greening demands of the new CAP. Specifically, the GAPP ICT product includes two applications, i.e., the EFA Calculator and the Crop Diversifier. The first application checks whether an agricultural producer possesses the required amount of EFAs that excuses the green direct payment. In case of non-conformance, it suggests actions that have to be taken in order the producer to be eligible for this kind of subsidy. To the same context, the second application checks whether the producer obeys the crop diversification rule and which are the required actions that have to be taken in case of non-conformance. The basic prototype of the GAP ICT product is going to address about 200 producers having diverse features (in terms of entitlements, arable cultivations, sizes of holdings, etc). The end-user testbed goals to include around 2000 producers around Europe (although the majority will be Greek, the established liaison with COPA-COGECA will be exploited in order to test GAP ICT product in a pan-European way). Closing, regarding the product market penetration, it is expected that at least regarding the Greek famers, 20000 of them will purchase the GAPP ICT product.
