CMU is a higher education and research state owned institution from Romania, established in 1990 by Government Resolution no. 113/06.02.1990. The current name was set out by Government Resolution no. 58/8.02.2000. CMU is a public interest body and functions in accordance with the legal framework established by the Romanian Constitution and by the Education Law no. 84/1995, reissued in 1999 and other laws, as applicable. The legal framework set out the basis of CMU’s activity and allowed for academic autonomy and self-governance. CMU governs by its University Charter, which established the mission and strategic goals, together with the rights, duties and responsibilities of its academic community, in the public interest. These are in accordance with the provisions of The Lima Declaration on Academic Freedom and Autonomy of Institution of Higher Education (1988), The Magna Charta of European Universities (Bologna, 1988) and the Bologna Declaration (1999).
The executive governance of the University is ensured by the Rector, assisted by three vice-rectors, a general administration manager and by the secretariat general. The supreme decision forum is the University Senate, consisting of 28 members (teaching staff and representatives of the students), which meet periodically. The Senate establishes permanent committees for specific decision making areas. The Administrative Council of the University ensures the operative administration of the organisation; the decisions of the Administrative Council are enforceable for the departments, faculties, research departments and staff functions.
The academic community included 126 teaching staff, visiting lecturers, auxiliary teaching staff, 5,013 students, technical and administrative staff.
CMU is active in blue education, traditionally focused on bachelor nautical engineering, marine mechanical and electrical engineering. CMU has expanded its undergraduate courses offering into economic engineering in transports, marine telecommunications and environmental engineering. These courses are aligned with education provided at postgraduate level, which also includes a masters’ degree in offshore oil and gas engineering. Doctoral studies focus on the field of mechanical engineering.
In addition to the academic course offering, CMU offers professional courses required by the blue industry, in the area of risk and resource management, environmental systems, waste water treatment and dynamic positioning.
Academic cooperation plays an important role in CMU’s internationalization. CMU is an active member of major international and global networks, with high potential for students’ and teachers’ mobility and joint research programmes: Black Sea Association of Maritime Institutions (BSUN 1999), International Maritime Lecturer’s Association (IMLA 2000), International Association of Maritime Universities (IAMU 2000) and International Association of Universities (IAU 2007). In 2013, CMU chaired IAMU and hosted its 14th Annual General Assembly. This was in recognition of CMU’s role in global maritime education and of assistance in promoting its values and mission of enhancing synergies within the blue industry. In terms of academic contribution, CMU also hosted and/or co-organised other scientific workshops and international scientific conferences, including ATOM, since 2008 and ModTech, since 2014, SIITME 2017, SpeD2009.
